Flat:
A flat is an apartment and may have a number of rooms for exclusive use of the person living there. It is cheaper in comparison to an apartment. It includes the kitchen. It is usually one floor. Fats are usually smaller than an apartment. A block of flats is usually 3-4 stories tall. Flats will not have internal laundries. Flats do not have separate titles.
Apartment:
An apartment is a self-contained housing unit that occupies only the part of the building. An apartment may be owned by an owner/occupier by leasehold tenure or rented by tenants. They are of higher quality. Apartments often even have more than one floor. Apartment is high-rise. It is bigger than flats. It is more luxurious. Apartment will have internal laundries.
